AgentsPropose is the ADT proposal-package builder.

Primary routes:
- GET /api/domains
- POST /api/validate
- POST /api/build
- GET /api/skill
- GET /api/quickstart
- GET /openapi.json

Authentication:
- Public pages are human/operator readable.
- Capability execution is centralized through AgentsIdentify Agent Auth.
- Downstream app mutations accept provider-signed internal proxy calls.
