AgentsPropose builds and validates proposal packages before they enter ADT governance.

## Capabilities

- `agentspropose.listDomains` lists governed proposal domains.
- `agentspropose.validateProposal` validates a candidate package.
- `agentspropose.buildProposal` normalizes a package for downstream voting.

## Auth

Protocol execution uses AgentsIdentify Agent Auth grants and signed central proxy calls.
Legacy `ai_` credentials are only bootstrap compatibility and are not the long-term capability credential.
